George E. Sebring founds the city in 1912 on a circular plan and the Atlantic Coast Line Haines City Branch reaches the townsite the same June; the state charters the city in 1913 and it becomes the Highlands County seat at the county's creation in 1921 [WSEB][SEBCH][WHCB]. The Seaboard's Orange Blossom Special follows in 1924 and the town anchors Ridge citrus and county institutions [WSEB].
